General Dynamics Ordnance & Tactical Systems–Canada (VP and GM: Rene Blouin) – GD-OTS makes munitions in Repentigny, Quebec and sends them to Israel to murder Palestinian men, women and children. It’s impossible to get a complete list of all the guns, shells and armaments that GD – OTS has sent to Israel, but the Canadian subsidiary of General Dynamics signed a contract in September of 2024 to supply the propellant required to launch 155mm shells at Palestinians in Gaza.

These munitions were routed through the US and the contract was signed after Canada had declared its fake arms embargo. This contract was valued at almost $80 million dollars and the propellants were manufactured in Valleyfield, Quebec. Also, in 2024 GD – OTS planned to deliver 50,000 high-explosive mortar cartridges to Israel routed through the US. Despite claims by Canadian officials that they would block such sales, shipping logs suggest that the order was filled and delivered to Israel.

The Valleyfield, Quebec plant is the sole source of this type of propellant for the US Army and it is the US Army that supplies US military aid recipients including Israel. It has been confirmed by Amnesty International, Oxfam, Human Rights Watch and CENTRE DELÀS that Israel is killing Palestinians with 155 mm shells. So, we can only conclude that because of Rene Blouin, the Canadian politicians who approved this contract and General Dynamics Shareholders, many Palestinians are dead today who otherwise would be alive.

The MP for Valleyfield, Quebec is Claude DeBellefeuille who was ‘honored’ as Shameful MP of the Day by the March To Ottawa because she was ‘too busy’ to walk a few steps and take a few minutes on Parliament Hill to say the names of murdered children of Gaza. Not surprising, that the company providing weapons to murder innocent Palestinians is in her riding.

Rene Blouin, the VP and GM of GD-OTS, has managed to maintain a very low profile and little is known about his education or employment history. Ironically, the only public statements we found made by Blouin were to express pride in participating in the Indigenous Business Defence Sector Accelerator Program. “General Dynamics Ordnance and Tactical Systems-Canada is proud and excited to participate in the new CCAB Defence Accelerator Program,” said René Blouin, General Manager of Ordnance and Tactical Systems-Canada. “We welcome the opportunity to support Indigenous Businesses in their efforts to navigate the intricacies of the Defence Industry so they can successfully provide their products and/or services to companies in our sector. It is an important program that brings economic and social benefits in the defence industry and beyond.”

So as Blouin spearheads the supplying of weapons intended to obliterate the indigenous people of Palestine he feigns support for the indigenous people of Canada. Blouin has represented GD-OTS on Parliament Hill nine times between October 7, 2023 and September of 2025 in attempts to get increased export approvals to send weapons around the world including to Israel. Those meetings were with Finance Ministers, Dominic LeBlanc and Francois-Phillippe Champagne, Defence Minister Bill Blair, and MPs Claude DeBellefeuille and Christine Normandin or their representatives.
